I wanted to comment on the use of the D'Hondt system of counting which is proposed to be used as part of the List system.
Whilst D’Hondt was selected for the 1997 EU elections and appears more logical, the UK Electoral Commission has more recently chosen the Sainte-Laguë system for a more accurate representation (lower standard deviation) over D’Hondt. My informal calculations have certainly supported that. I propose that the Sainte-Laguë system be used.
I also firmly believe that an Open system is more democratic.
